The new facility will be specifically designed for children aged 1-12 to explore, learn and play. And also check out the interactive exhibition On the Move at the Ipswich Art Gallery before the season ends on 18 July. Welcome to the latest edition of our seasonal guide. Winter might be a time for hibernation, but Ipswich City Council is not sitting still. We are always on the move. In coming weeks, council and many of its 1,300 staff are preparing to join together under the one roof and move into the new administration building at Tulmur Place, as part of the $246 million Nicholas Street Precinct redevelopment. It is an exciting time for the city as the CBD will really come alive and provide the opportunity for the Ipswich community to enjoy a retail and entertainment precinct like never before. While we all might slow down in the colder months of winter, there is so much happening in the city and specifically in Tulmur Place with

BREMER RIVER BANKS RECEIVE FACELIFT
The inner city banks of the Bremer River are almost unrecognisable following a large scale clean up recently. The clean-up saw intensive weed removal commence along a one kilometre stretch of the Bremer River banks near the Bradfield Bridge. Environment and Sustainability Committee chair Councillor Russell Milligan said it was all part of Ipswich City Council’s Habitat Connections Program. “The program coordinates annual weed work and revegetation across a number of our strategically important waterways,” Cr Milligan said. “Council identified the weed infestations throughout the town reaches of the Bremer River as a priority area for rehabilitation in 2021. “Once the weeds are completely removed we can start revegetating with native plants, which we expect could be in September this year.
“The native plants will offer many benefits to the river from aesthetic improvement to bank stabilisation and habitat for native birds and insects.” Castor Oil, Leucauna and Glycine were among the weed species removed as part of the blitz. Environment and Sustainability Committee deputy chair Councillor Andrew Fechner said regular follow up weed spraying and further removal would continue over the coming months to get riverbank weeds under control. “Removing the weeds and revegetating this area with native plant species will not only provide an ecological boost to the Bremer catchment, but also significantly improve this popular section of the river for the community’s enjoyment,” Cr Fechner said.

COUNCIL MAPS OUT 10-YEAR STRATEGY FOR WASTE MANAGEMENT AND RESOURCE RECOVERY
Ipswich City Council has set out a 10-year road map detailing how it will deliver on the city’s vision for waste management and resource recovery. In alignment with council’s Resource Recovery Strategy, the Resource Recovery Implementation Plan (RRIP) outlines the city’s resource recovery strategic priorities and details specifically how they will be actioned and delivered over the next decade in consultation with the community. Its focus is on reducing waste generation and landfill disposal, maximising resource recovery opportunities in line with circular economy principles, providing excellence in customer service, and achieving continuous improvement and development of people, processes, infrastructure and technology. Mayor Teresa Harding said that council is committed to taking further steps forward for the community on waste and resource recovery. “Our new Resource Recovery Implementation Plan provides a roadmap for council to lead by example and deliver best practice waste and resource recovery solutions in line with ratepayers’ expectations,” Mayor Harding said.
Council adopted the innovative Waste and Circular Economy Transformation Directive in December 2020, taking leadership for the city on waste and resource recovery challenges and opportunities. The Resource Recovery Strategy is founded upon four key pillars, including: 1. Kerbside food organics and garden organics collection 2. Optimising the city co-mingled recycling service 3. Providing a new on demand large item kerbside collection service; and 4. Having fit-for-purpose waste and The plan’s name has been updated from Materials Recovery Plan to Resource Recovery Strategy to reflect Ipswich’s direction towards a circular economy by reducing waste and valuing resources. In 2020, our council lead the way by becoming the first local government in Queensland to sign on to be a Small Business Friendly Council. So what does that mean? It’s about looking at ways to cut back on red tape and make doing business with us easier for more local businesses. One of the first projects undertaken by the team was requested by Councillor Jacob Madsen. Cr Madsen had been approached by food truck operators about the time it took to get a location approved for a food truck site. Currently there are up to five departments that can be involved to approve an application for a food truck to trade across locations in Ipswich. Some applications can take upwards of one month to process, with issues such as what type of road, public safety and the need for Queensland Health licenses among considerations. WORKING TOGETHER TO SMOOTH WAY FOR ECONOMIC GROWTH
For the most part, this used to be a manual process. The Local Business and Investment Team has worked with other departments across council to: ■ Streamline processes and automate where possible an application process ■ Make it easier for food truck With the help of various departments, the team is looking forward to launching a new friendly guide for food truck operators and a new tool developed by ICT on the 1 July this year. COUNCIL TO INVESTIGATE RETURN OF BLACKALL MONUMENT TO RIGHTFUL SPOT
Ipswich City Council will investigate the possibility of restoring Blackall Monument to its original location in d’Arcy Doyle Place. Erected in 1879 as a memorial to the second Governor of Queensland, Blackall Monument originally stood on the corner of Brisbane and Nicholas streets in Ipswich Central. In 1927 the monument, better known by locals as a drinking fountain, was moved to Denmark Hill to accommodate increasing traffic flow in Ipswich Central. Councillor Marnie Doyle said that returning Blackall Monument to its original location would mean more people would have the opportunity to enjoy this important part of Ipswich’s history. “We’ve heard from many community members who’d like the Blackall Monument restored to its original location in the heart of the Ipswich CBD,” Cr Doyle said.
“Where the monument now sits on Denmark Hill offers very limited opportunity for appreciation of its beauty and historical significance. “Returning the monument to d’Arcy Doyle Place, at the threshold of the redeveloped Nicholas Street Precinct, would be a significant and symbolic link between the cities past and future.” Councillor Paul Tully said Blackall Monument is an important part of Ipswich’s history. “Blackall Monument was originally the meeting place where people would gather to talk politics and general happenings around town,” Cr Tully said. “I can just imagine Blackall Monument being a meeting place once again at the newly redeveloped Nicholas Street Precinct, as it has been known throughout history.”

COUNCIL SUPPORTS PROPERTY OWNER’S VISION WITH HISTORIC CBD BUILDING UPGRADE
Eighty Brisbane Street has its historic charm back after building owners, David and Kate Farrer, received funding as part of Ipswich City Council’s pilot Façade Improvement Program which allowed them to accomplish a long-awaited goal of upgrading their shopfront. Eighty Brisbane Street was the second shopfront to complete façade renovations after Ipswich City Council committed $137,000 to a pilot Façade Improvement Program aimed at improving shopfronts in Ipswich Central. As a part of the renovations 80 Brisbane Street has received a new colour scheme which has refreshed the façade while still keeping with the historic elements of the building. The program offered dollar-for-dollar matched funding of up to $15,000 to encourage shopfront and building owners to undertake works as part of a wider strategy to increase economic opportunities for Ipswich Central businesses.
Eighty Brisbane Street is a historic building, built in the 1890s, which has housed many successful Iocal businesses over the years. Deputy Mayor Nicole Jonic said the newly painted façade ensures the building maintains its historic pride in the 21st Century. “It is also about celebrating and protecting our heritage and it’s wonderful to see this iconic 1890s building standing proud with a new coat of paint,” Cr Jonic said. Deputy Chair of Economic and Industry Development, Cr Jacob Madsen said council is committed to investment in Ipswich Central. “These works benefit the Ipswich community by preserving the character and identity of this property for future generations.”

Division 1 Councillor Sheila Ireland said she would like to congratulate the happy couple and also acknowledge the contributions they have made within the Ipswich community. “I’ve known the couple for at least twenty years they’ve been heavily involved in U3A and the Ipswich Library,” Cr Ireland said. “They’ve been strong library supporters and it was wonderful that they invited me to share in their special milestone as a representative from council.” When speaking about the secret to a long and happy marriage Mr Shanahan says it’s important to have common interests, to dream big together and remember not to take life too seriously. “I reckon our initials E, R, S, sums it up,” he said.
“Equality, respect and sense of humour. Having migrated to Australia together in 1973 from England, Mrs Shanahan recalls how much Ipswich has changed over the years. “We lived in Clayfield for three years, before moving to Raceview in 1976,” she said. “Ipswich has grown and developed exponentially since we moved here. “The bypass was put through Raceview Estate and we watched that being built, taking many photos over the years. “The shopping centres are just amazing and we have seven centres within a 15 minute drive from us. “We have never been back to England as we have everything here that we want and need.”

The Queensland Government is proud to support SPARK, through Tourism and Events Queensland’s QDEP Program and it is a feature on our It’s Live! in Queensland events calendar. It is fantastic to launch one of the annual highlights in our city of events on behalf of council. 2021 SPARK Ipswich follows on from the Ipswich Festival as a celebration of the diverse people, places, arts and culture that make our city so vibrant, liveable and fun. Ipswich’s first contemporary music and arts festival designed for the young and young at heart. With a focus on sustainability, Little Day Out is bursting with music, hands on arts experiences, roving entertainment, food and fun. Regurgitator’s POGOGO Show headlines the main stage with their witty, silly attitude and musical mash-up of funk, pop and rock. Party Playground’s high energy, super fun cabaret showwill get you up on your feet and joining in on the jungle gym fun. The Feral Cats of Tokyo bring their electrifying concert by children for children and Circus Ipswich will showcase the talents of Ipswich’s youngest circus stars. Kids are invited to sing, dance, create and play! Musical Instrument making, nature play, mural painting with resident Little Day Out artist Hanna Jones, circus skills workshops and a silent disco are all part of the ‘little day out’ experience.

SPARK Ipswich hits the road taking the festival to small halls across the region. Inspired by slapstick legends Buster Keaton and Charlie Chaplin, the side- splitting duo of Chores is coming your way. Two excitable brothers, are definitely, probably, maybe, just about to, almost, at some stage, going to do the chores their mother has asked them to do… With highlights of skilled stunts and uproarious, interactive gags, and with very little spoken dialogue, you will find yourself on the edge of your seat and giggling until the chores are done.

ARTIST 2 ARTIST WITH LINCOLN AUSTIN: Join us for an after-hours tour of The Space Between Us with Ipswich-based artist Lincoln Austin. Austin will discuss his works and share insights on establishing his arts practice over a twenty year period. Guests are invited to join the conversation with a casual question and answer session covering topics including working with commercial dealers and curators, getting to know your audience, and managing public projects and private commissions.
LINCOLN AUSTIN: THE SPACE BETWEEN US Art and audiences converge to celebrate the exquisite geometry of Lincoln Austin. The Space Between Us is a major mid- career survey of the past two decades of Lincoln Austin’s practice bringing together more than 60 sculptures and works on paper from public and private collections. The exhibition reveals Austin’s abiding delight in pattern and perception and an artistic practice driven by his feeling for materials, his interest in perception and optical effects, and his desire to activate space.
